Around 80 members and representatives from the 197 Land Community, 175 Land Community, and 955 Land Community gathered this morning in Phnom Penh in front of the Ministry of Land Management, Urban Planning and Construction to follow up on a petition related to an ongoing land dispute and requests for social land concessions in Srae Ambel and Botum Sakor districts, Koh Kong province.

At least 30 authorities from Khan Russey Keo monitored the gathering as community members held banners calling for a resolution to the land conflict and approval of social land concessions.

Community representatives stated that they submitted a petition to the ministry in May 2025 and followed up again in September 2025 regarding the land dispute involving tycoon Heng Huy. They also said they have repeatedly requested social land concessions from Koh Kong provincial authorities since 2020 but have yet to receive a concrete resolution.

The 197 Land Community, consisting of 197 families, has been involved in a long-running land dispute with Oknha Heng Huy since 2007. In addition, 16 families from the same community became involved in another land conflict with well-connected private individuals in 2023.

After receiving the petition, ministry officials instructed the community members to return home and wait for a response within the next week.
