This report documents one of the most serious problems in Cambodia- the failure of the justice system to punish perpetrators of human rights abuses, a condition referred to as "impunity". Following thorough documentation, the report examines the causes of the problem and offers recommendations to solve it.

It has been commonplace in recent years in areas of conflict and particularly in developing countries to find widespread use of children as soldiers, in government and rebel armies, and Cambodia has been no exception. There has been evidence of child soldiers in Cambodia over a considerable period of time, from the Lon Nol regime, especially under the Khmer Rouge regime, and up to the present day. This report is not intended to be comprehensive, but it will give an account of information uncovered by LICADHO concerning this issue over the last three years.

LICADHO and ADHOC released this report to comment on the claims of the Cambodian government concerning its implementation of the International Covenant on Civil and Political Rights (ICCPR). The report examines the situation of human rights in Cambodia for each article of the ICCPR, offering examples to demonstrate their position.
